Contingent Labour Procurement Manager

Purpose of the job

As contingent labour procurement manager you will partner with two of our largest clients to work on their global contingent labour supplier strategies. You will work side by side with procurement at our clients to determine the most optimal supply base, create negotiation frameworks and execute supplier strategies. The role of the Procurement Manager is to manage, together with in-country teams, the relationship with existing third party agencies for an individual account(s) or for RSR as a whole for the supply of Contractor or Temp staff. In addition the Procurement Manager is responsible for planning a strategy and managing across third party agencies as part of a transition plan within new RSR solutions. The Supplier Manager is also responsible for negotiating more cost effective margins with third party suppliers with limited direction from the Client Service Director or equivalent, in addition to identifying ways of delivering best performance to RSR clients/RSR in a proactive manner.

Key responsibilities

Supply Chain

• Negotiating and securing supplier agreements
• Contract management: managing the suppliers, together with in-country teams, to the responsibilities outlined in the MSP or RPO solution sold
• Facilitating and participating in supplier contract negotiations
• Serving as a liaison with legal on contractual issues 
• Strategic partner of operations: Together with operations develop Supply Chain strategies
• Financial & quantitative analysis: measuring the quality and timelines of delivery, as well as supplier operations
• Advising on supplier management best practices for other MSP and RPO clients 
• Establishing trust and partnership among the supplier community

 

Supplier Negotiation

• To negotiate cost effective margins on behalf of RSR/RSR clients, based on a strategy proactively developed.
• To plan and execute supplier tender processes where appropriate and to manage such processes on behalf of RSR. Includes the preparation of all communication and proposal documents for submission by suppliers.

Supplier Performance Management

• To continually and proactively review agency terms in line with current market conditions, driving through changes where appropriate.

Implementation Management

 

• Providing input to the implementation plan 
• Delivering against all tasks and  milestones in the implementation plan
• Leading new program implementations of supplier base

What we are looking for in a candidate

• Minimum 6 years procurement management experience ideally in contingent labour
• Solid experience in working together with legal teams 
• Experience of contract negotiation
• Experience of working in project environment
• Experience of working in a matrix organisation
• Experience of developing Supplier Strategies

Desirable:

• Languages, English and preferable one other European language
• Experience at large corporates with large spend volume in multiple countries
